Stagnation Increments:
Both clerical and subordinate staff (including permanent part time employees on scale wages) shall be eligible for seven stagnation increments with effect from 1st November 2007 at the rates and frequencies as stated hereunder:
The clerical and the subordinate staff on reaching the maximum in their respective scales of pay shall draw SEVEN stagnation increments at the rate of Rs.800 and Rs.400 each due under this settlement, and at frequencies of 3 years and 2 years respectively, from the date of reaching the maximum of their scales as aforesaid, except the SEVENTH stagnation increment in clerical cadre will be released after 2 years of receiving the sixth stagnation increment.
DEARNESS ALLOWANCE shall be payable at 0.15% for every rise o fall of 4 points over 2836 points, with no ceiling AND shall be calculated and paid on Basic Pay, Special Pay, Graduation Pay, Professional Qualification Pay and Officiating Pay, if any, payable under this settlement in respect of both clerical and subordinate staff.
NO CITY COMPENSATORY ALLOWANCE shall be payable W.E.F. 01.11.2007
HOUSE RENT ALLOWANCE payable as under:

Note: Where quarters are provided, HRA shall not be payable and the rent to be recovered shall be 0.5% of the first stage of the Scales of Pay
TRANSPORT ALLOWANCE W.E.F. 01.11.2007 shall be paid @ Rs.225 per month up to 15th Stage of the scale of Pay and @ Rs.275 per month from 16th stage of scale of pay onwards.
Note: (1) All permanent part time employees including those on probation drawing scale wages shall be paid transport allowance on prorate basis at Rs.225 per month up to 15 years of service and at Rs.275 per month above 15 years of service. (2) This provision by itself will not preclude the payment of any existing allowance of this nature paid as a result of Government guidelines/bank level settlements.
HILL AND FUEL ALLOWANCE shall be payable at the following rates w.e.f.01.11.2007

WASHING ALLOWNACE shall be payable to the members of the subordinate staff @ Rs.100 p.m. w.e.f. 01.05.2010
CYCLE ALLOWANCE, with effect from 01.11.2007, shall be payable to the members of the subordinate staff who are required to use a cycle on regular assignment for outdoor duties at the rates of Rs.75 p.m. at all centres. Cycle allowance would not be paid for the period of leave, where such leave exceeds 30 days.
SPLIT DUTY ALLOWANCE shall be payable at Rs.125 per month w.e.f. 01.11.2007
GRADUATION PAY/PROFESSIONAL QUALIFICATION PAY – Payable to those workmen who hereafter reach or have already reached 20th stage of the scale and have got increments in consideration of educational qualification(s), Graduation Pay/Professional Qualification Pay as under:

GRADUATION PAY/ADDITIONAL INCREMENT FOR DIRECT POST GRADUATION: Effective from 27.04.2010 i.e. the date of settlement, while non-subordinate employees who acquire graduation qualification from Universities/ Open Universities which are recognized by University Grants Commission will be eligible for being granted two additional increments for graduation/graduation pay as the case may be, those who acquire post graduate qualification without being a graduate will be granted two additional increments for graduation/graduation pay as the case may be subject to the following conditions:
i. Employees who are registered under the Post Graduation courses of Open University have either passed the foundation/entrance course or attended he Bachelor’s preparatory Programme; and
ii. They pursue the same course and take the same examination as the formal stream students.
PROJECT AREA COMPENSATORY ALLOWANCE shall be payable as under w.e.f.01.11.2007

PART TIME EMPLOYEES who are members of the subordinate staff on consolidated wages and whose normal working hours per week are “up to 3 hours” and “more than 3 hours but less than 6 hours” shall be paid one third scale wages w.e.f. 01.05.2010
SPECIAL AREA ALLOWANCE: In supersession of all earlier provisions relating to Special Area Allowance, w.e.f. 01.11.2007, shall be payable at places specified in Schedule VI to the 9th Bipartite Settlement dated 27.04.2010.

Halting Allowance

HALTING ALLOWANCE with effect from 01.05.2010 shall be payable at the following rates for the days spent on duty outside the headquarters:

NOTES: When an employee goes on outstation duty and if the place of visit is outside panchayat/municipal/ cantonment/corporation limits and if the distance of the place of visit is more than 5 Kms. from the branch or office, he is entitle to (in addition to actual travelling expense as applicable to his cadre):

i. Batta allowance if the journey does not involve night stay and if his return from the outstation work does not exceed his normal working hours, or

ii. Halting allowance if the journey does not involve night stay and if his return from the outstation work exceeds his normal working hours.

iii. Batta allowance is one half of the halting allowance.

SPECIAL PAY – Clause 11 of 9th Bipartite Settlement dated 27.04.2010

a. All existing clerical staff who are not drawing any special pay as on 30.04.2010 shall be paid a Special Pay of Rs.1000 per month which is merged with their Basic Pay and they are designated as Single Window Operator “A” and shall be liable to discharge the duties as provided in Part C in Schedule II

b. Similarly, all existing subordinate staff who are not drawing any special pay as on 30.04.2010 shall be paid a special pay of Rs.350 per month which is merged with their Basic Pay and they are liable o discharge the duties as provided in Part C in Schedule II

c. With effect from 01.05.2010 the duties and responsibilities of clerical and subordinate staff shall be as set out in Schedule III

d. With effect from 01.05.2010, clerical staff and subordinate staff recruited in the Banks shall be liable to discharge the duties as provided in Part C of Schedule II. Duties which require special skill such as Stenographer, Telephone Operator, liftman, etc. shall be assigned to those who possess the required skills.

e. From 01.05.2010 there shall be only following posts attracting special pay as under:
